That figure comes from the matrix itself — the number of ways 5 balls can be chosen from 47 — and not from anywhere else.
Nothing about a previous draw changes the next one. The balls have no memory, the machine is checked before every draw, and a number that has not appeared for a year is exactly as likely as one that came up on Saturday.
